All test items need to be piloted on a representative sample of test takers. This is an absolute requirement for any high-quality test. Typically:

• The pilot tests are developed according to a specified design.
• The sample of typical test takers is selected.
• Items are administered to the test takers.
• The pilot data is collected and analyzed statistically.
• The items are evaluated for quality based on the statistical analysis.
• Items are accepted, rejected or revised as necessary.
